WebI posted a request for this a long time back, but (apparently) this has not made it to the top of the priority list for Snowflake product development yet. Bottom line: if you want to build dynamic SQL, you will have to do it in the CLIENT that is issuing requests to Snowflake (Python, etc), since Snowflake simply does not support it.
